I maintain the IntrAnet for my company. Daily I have people asking to post a Word document or an XLS file on their department page. I know I need to move to a CMS but won't be able to for at least 6 months, so in the meantime I thought I would give some user admin ability to update their own links and get them off my back.

I have written and re-written this "little" tool and I've gotten so frustrated I'm ready to give up.
I'm looking for suggestions how to do this the right way before I just delete the whole project out of frustration.

Thanks for any help or suggestions on this.

CONCEPT:

The department pages that have web links display them in a <UL> list.

I planned to dynamically display the <UL> list from a text or XML file.
