dropdownlist not selecting value

I cannot figure this out, why isnt the selectedIndex not firing. My
dropdownlist should select the item being selected however it goes to the top every
time page is loaded. DDL is set to Autopostback and its viewstate is set to true
The DDL is binded once. So when SelectedIndex is changed it should call the bind
method however it doesnt.. I have the exact same coding on another page, which
works.. but not on this one
