white space btw upper panel and master page

hello i am using a master page , i made a table with 9 "boxes" (like the x / 0 game) and the content is the middle 1 .
my problem is that i am failing to remove the white space "line" btw the upper master page part and a pannel on the upper part of the content area i had same problem with the lower panel and the lower master page part which i solved but the same solution aint working on the top part .  any advice?
