Which layer would hold the code for programmatically generated controls? (M-V-P or otherwise)

Hi everyone,
In a layered web application (DAL -> BLL -> Presentation / UI), where should the code that dynamically creates web controls reside?
In my case, I'm retrieving an XML data file with my DAL, passing it up to my BLL which parses it and creates on-the-fly navigation controls (web controls) and sends the Literal (string of HTML markup) to the UI.
Is this the right approach? Any insight on this topic would be greatly appreciated. Also, how much would the approach differ in a Model-View-Presenter pattern?
