Problem with Forms Authentication

 Hi,
 
I am developing an application. That application has Forms Authentication. The forms authentication settings are as below
 <authentication mode="forms">
<forms name=".ASPXAUTH" loginUrl="default.aspx" />
</authentication>

<authorization>
     <deny users="?" />
     <allow users="*"/>
</authorization> 

i am facing the below problems,
1. Design, css is not applying for pages Default.aspx, untill the user logins. once the user successfully logged in the actual design and CSS are applying.

2.User is not able to access the Register.aspx page. it is redirecting to the login page (Default.aspx)

Please any one solve my problem.
