Email Sending not working for my Asp.net application!!

Hello there,
     I would like to send an email notification message whenever a new logged-in user account is created.  But it seems that I'm not able to test the sending email on my  local box as I'm developing locally.  I'm on Windows Vista Home Premium, and using Visual Studio 2008 to develop my ASP.NET web application.


      I have also implemented the CreateUserWizard_SendingEmail() Event handler as follows:
