Pardon my ignorance but I do not understand how to correctly deploy a web service with a Dynamic URL so that the web service may be accessed via reference in another project.

I have two projects, A and B.  ProjectA.dll is referenced by project B.  Project A has a web service that I have set to use a Dynamic URL from web.config.  On my workstation it points to 192.168.0.10 but when I deploy to a laptop, this must be set to "localhost", which is specified in the laptop's web.config.  However when I deploy to a laptop and run project B (which is using project A's web service) there are still settings compiled in Project B's version of ProjectA.dll pointing to 192.168.0.10 which are not being correctly overridden by the web.config value.  Project A can use its web service fine, so the problem only occurs in Project B's version of ProjectA.dll.  I have verified that the web service URL is hard-coded in the following files ...
