Is there a way to re order list items in a dropdown

I have list items in the datbase as


ID        ListItem
1          Toyota
2          Corolla
3          Lexus
Now I have got to add a new item in the drop down,  but it should appear between 2 and 3. So,
the list should appear in the UI like this


Toyota
Corolla
Ranger

Lexus
I cannot change the Id's in the database because there are existing records associated with that ID. Can we do this in UI.
