[Solved] Help Convert value from 003-006 to 003,004,005,006

Hi,
I need to search data in database, before that, I need to convert user input from 003-006 to 003,004,005,006 and use IN function to search in database.
For example:
DATA(from user input) : 003-006,009,011-013
DATA need to be convert into SQL statement: SELECT * from TABLE WHERE DATA IN ( 003,004,005,006,009,011,012,013 )
Anyone had any idea in this matter ? 
 
FYI, I'm using VB.NET as behind code and DB:Oracle
