general question on permissions

I have a question about permissions...
 
I have run into the problem of how do you use elevated privileges in an ASP page??
 
I need some rights to write to a SQL database and one account to run:
 

System.Diagnostics.Process.Start

under yet another set of credentials.... any help here?

 Point me to some required reading because I am at a loss....
