Loading local HTML pages into a DIV

Hello All.
Here is the issue. I have a web application that requires me to display htm pages in a DIV. I don't really want to use a iFrame but I cant seem to get the html disply correctly. The html pages are simple, ie CSS, tables Images and a <a> tag or two. ANy suggestion will help. Here is the current code that should get the html page and send it the the DIV.InnerHtml.
