Dynamically create RadioButtonList ? But how to grab value?

Hi , I got a question to ask in regards to my school project development.
 
Basically i am doing a ASP webform that is about surveying.
 My survey have


Question and Answer

Question is base on database query to my question table and grab the questionValue
 
I am able to display the question.

The problem is I have to generate radiobuttonlist and add it to panel1 as a control dynamically base
on the amount of questions i have.

I am not allow to use gridview for this situation as the layout is not as what i wanted.

I do something like
