multiple detail lines in a 2008 Report Designer Report

I have a report that has 2 groups one detail group and one other group.  I have made 2 rows the body of the report.  When I try to print the report, it creates extra pages.  How do I get rid of the extra pages?  I have tried to change the page size for land and also adjust the size of the body.  It appears the body would fit, but because I have 2 rows for data, it is not calculating the right page size.
 
Here is an example, we are looking for:
The group is on Procedure Information and a detailed group on step information
Procedure Information 1 
procedure step1
procedure step 2
procedure step 3
procedure step4 etc...  <- there might be enough steps that it needs to print on the next page

procedure step1
procedure step 2
procedure step 3
