reading from a Text File!!!

OK my new problem is reading from a text file that is be generated on the same page.

do ;

while (File.Exists("Z:\\WebSite16\\App_Code\\" + var2 + ".txt") == false);

the above code wait untill the file is there

 but when I try to read it says the file is in use but this is not right. The script I wrote is already done with the file.. How would you guys go about debugging this? is there a way for me to determine what is using the file when the error occurs?
