Opening A DB from C#

On my local machine I have a SQL Server DB called Sales at the default location. I want to create a connection to this db from a C# project but when I try open it I get no permissions error. I'm the admin on my machine. And if I close both C# and SQL Server and run both as administrators, I get file in use when I try to open it.
