Able to rollback all the DDL Statements.

According to the definition we should not be able to rollback any of the DDL statements. But within a transaction I'm able to roll back. How is this possible.

BEGIN TRANSACTION
CREATE TABLE ABC(B INT)
ROLLBACK TRANSACTION
SELECT * FROM PSK_2
This work. But dont know why and how........
