HTML tags in code behind "

I am dynamically creating some HTML tags in my code behind. Every thing works great except the <br /> tags.
I have a panel on my page. In my code behind I create a label and construct the HTML code which is the text property of the label. I then create a DIV control in my code behind and add the label to the DIV then the DIV is added to the panel.
I need a break after each DIV so I tried to create a BR control and have tried adding it to the panel and when that did not work I tried to add it to the DIV after the label and when that did not work I tried adding the <br /> tag to the end of my HTML constructed code still with no luck.
The constructed HTML is rendered correctly and as I wanted just no break. I need a break in between each HTML constructed label.
Any help would be appreciated.
