Dynamically Load User Control - Very confused

I'm struggling to understand how to load a user control dynamically.
The whole point of this is so I don't have to load them statically in the page with reference.  I don't want to use 'Reference' because that defeats the object of doing this dynamically.  My user control class is showing up not declared when I write LoadControl(MyUserControl, args).
Even when I use 'Reference' it still complains it isn't declared.

Any ideas why?
