Some of foreign characters appearing as junk characters in output log or text file

am working on BusinessService for this am using VB.Net class library,  my BusinessService Methods will take inputs from an xml file and it will give output to the log or text file.

In oracle database one record data it is showing: njëmbëdhjetëæ!@#$%^&*()_ ãøàe-ré1ürkçå' skøytene   

Expected Result: njëmbëdhjetëæ!@#$%^&*()_ ãøàe-ré1ürkçå' skøytene

MY Result: nj?mb?dhjet??!@#$%^&*()_ ???e-r?1?rk??' sk?ytene

let me know any solution for this.............
