Static or dynamic pages on web-site?

Hello,

Apologize if this theme already considered here, but I've not found it.

I have rows in database table, and for every row I need to show separate web page by clicking to corresponding row at GridView. Is there any way to create them dynamically so that user, calling, for example, http://www.site.com/?post12 , will see created new page, not static? How to create whole web page dynamically and URL for it?
