how to automatically send email on particular date and time?

dear friends

i have a reminder control in my application.

now what i want to do is the email wil be automatically throw on particular date and time,

if the application does not start then also the email will be sent,

i read in some article that by creating windows service we can do that.

and yes my values wil be cm frm database.

but i have question that i m working on c#.net web application so can i create windows service for web application?

nd yes then how do i do that?

because i dont have any idea releted to this.

and if this wil not be working then is there any other way to do this?
