user authorization problem

 hi friends,
ihave three table ; user,car, and userauthorization 
user=>userid,name,surname,email,......
car=>drivername,number plate,....
 userauthorization =>userid,insert user,delete user,delete car,update car,insert car,......

its simple,
problem;

when user login ,i firstly look userauthorization table and if user have delete car  authorization,user can show delete car button,and insert,update like this.....
how can i do this? how can i do in webconfig for high security or something else?
