problems understanding how checkbox values r determined

hi all,

iam very new to asp.net n found this code too confusing.

i have gone through a lot of posts but i guess no one is as dumb as me.i would really appreciate some1 helpin me with this.i dint understand the following code.i mean i knw wht it supposed to do..but cnt understand hw it is bein done.
