How do I create a user control with out using a aspx file?

Hello Community
    I was supposed to create a user control without using a file
but I used a file anyway.  However, below is the type of code I
was supposed to use:
<%@ Control language="C#" classname="SearchUserControl" %>
<asp:TextBox runat="server" ID="TextBox1"></asp:TextBox>
<p>&nbsp;</p>
<asp:Button runat="server" ID=" Button1" text="Search" />
    As you can see there is no reference an .ascx file, how can I insert
that kind of code into an Microsoft Visual Web Developer 2010 Express
ASP.Net application?
