How to built multi-lingual website

 Hi,
 I am using ASP.Net 2.0 and sql server 2005 for my website.  And I want to built a multi-lingual web site.
So can any one tell me how to built multi-lingual web site.
 
I search on net and I find a method of resource file.  But I am unable to add a value in Arabic text in resource file.  So how to add a value in resource file which not use english text (Like Hindi, Arabic, etc.)
