With the help of eveyone in this great forum I worked out how to add a link to my global CSS file:
<link href="<%=ResolveUrl("Styles/Site.css")%>" rel="stylesheet" type="text/css" />
All content pages using this master page gained access to the global CSS. Great!
However, I have a HTML page that doesn't use this master page. When I added the above line into its header of this HTML page:

<head>
<title></title>
<link href="<%=ResolveUrl("~/Styles/Site.css")%>" rel="stylesheet" type="text/css" />
</head>
<body>
<table class="test">
<tr>
<th class="test">Firstname</th>
<th class="test">Lastname</th>
