To start with my wizard has 2 steps. A starting one and one used to create a list of undone fields for validation. I create the steps dynamically and everything works fine 95% of the time. Occasionally, We are getting the following error when we try and go to another step (by either clicking the save, previous, next or list of steps):
ActiveViewIndex is being set to '12'. It must be smaller than the current number of View controls '2'. For dynamically added views, make sure they are added before or in Page_PreInit event.

The 12 in the above error represents the step the user was on and can be any step. I do not have a multiview anywhere and can't trap for the error. The error seems to apear between the end of page_preload (wizard_init) and page_load.
It seems like the wizard_steps don't get created before they are being requested for some reason
