how do i connect to sql express that is not on my local network

I need a tutorial on how to set up my computer so people 
that are not on my local network can connect to my sql server??
 
I mean they open sql man. studio express 2008 an enter:
 
Server name: "myipaddress",port
Username: sa
Pass: somepass
 
How do I set this up?
