unable to instantiate a class of one .cs file from another .cs file

Hi,

     I have defined a public class in a paypalfunctions.cs file and i want to instantiate this class from another paypalcsharp.cs file . However this code does not work and i get the error message

"The type or namespace name 'Person' could not be found (are you missing a using directive or an assembly reference?)"
