cannot delete app_offline: it is being used by another person or program
I'm buidling one of my first .net 3.5 apps and I'm running into an issue with the app_offline.htm file. I understand how it works but I don't understand why it is getting created while I am writing/debugging a new application. Somehow the file is created (I'm assuming it's created when I tried to run the application and it had errors--my bad) but now I can't get rid of it. I don't know what resource still has it open. I closed down visual studio, rebooted my machine--still no luck.
Any suggestions?
