Inputbox not modal

I am using Visual Web Developer 2005 Express Edition and  writing Visual Basic code to handle my events.  I have a button on my form which calls the  following code
 Dim AgentName As String = InputBox("Enter Agents name: ", "Add Agent Name", Nothing, 1, 1)
 The problem is that the inputbox statement cause an item to appear in the system tray but the acutal dialog box does not appear on top of the original input form.  The inputbox statement does not appears to be a modal dialog box.  I want it to appear on top until its dismissed.    Any suggestion why this is happening?  Is they another way to create an inputbox which can have a modal property or make the Inputbox statement a modal box?
