changing webapp projekt in net 4 from vs development server to iis 7 with 1 net 2 reference dll

i have a webapplication in net 4, with a reference to a net 2 dll , it wont run because it cant load the net 2 dll , this problem doesnt excist debugging it in the microsoft development server.
 
how to make this work
