encrypt web.config with RSA and upload on shared hosting

I encrypted with RSA web.config file on your local machine and I exported the key custom xml file. I uploaded file and encrypt web.config file and customKey.xml file  on shared web server host .Problem is that the server does not have access to the command prompt to start command to import the file encryption / decryption customKey.xml. There is another way without using commad prompt?
