Another way to do FRAMES

Hello,
I'm trying to see what my options are other than doing <FRAMESET>, as this is an old technology.
What I need to accomplish is allow users to navigate to other sites and have my site's header at the top.  When a user clicks a button in this header, I need to be able to grab the current URL that the user has navigated to.
Is there a better option than a frame?
