Generate links

Hi Experts, here is my issue:

the Idea is that users upload their files so that other users can download it , so when uploading the file I get it's name and extension beside other information and inserts them into a database table , on the site I have A GridView getting data from that table, I already know the path of the folder of the uploaded files beside the files names and extensions, I believe I can generate download links for those files , I want to generate those links in the File Name column of the GridView dynimcally.
