Is it possible to add META tags to Mobile Page?

We have a mobile ASP page that my boss wants to be viewable on iPhone without zooming in and out. The Safari browser on iPhone supports a meta tag called viewport to tell iPhone the page size or if you want scaling or not. Unfortunately, the meta tag that I add programatically to the Mobile page is not getting emitted. 

 Is there a work around this?
