Loop to create many tools like textbox

I am trying to do a newsletter about news on that month

in data insertion page i want to ask a question "how many news are there=x"

tben on the button click event i want to start a loop (for or while) which works x times and everytime it will open a upload tool and a textbox

how could i do that with c# code?

 

this is the way i think. If you have got another ideas which are more practical and good working i will be very happy to listen those ideas.
