Generating Dynamic Table

I'm trying to generate a table dynamically from a database (thumbnails of photos).  I am able to generate a table with only one record/cell per row but I'm not sure how I can add modify the table to output a specific number of cells (in my case 4) per row.  Here is my code for generating the table (I'm looping through a List<> object containing a custom Picture object):
