My first asp webpage is always redirected to my ip address

 I'm creating my first asp webpage. When I try to build, the webpage is always redirected from http://localhost:4199/Website to my IP Address.
Maybe I should clarify my question a little bit. After I clicked "build", the page was redirected to my IP address and the page saying "Under Construction".

Does anyone know why that happens?
