Very beginner question for ASPX Tags

I made some websites with ASP (VbScript).

Now I just need a simple ASP.Net graphics function. In this case I want to check if I can modify my image my using some code like

 Using gr as graphics = graphics.fromimage("www.goldengel.ch/test.jpg")
gr.DrawString("Hello", New Font(Arial, 8), 10)
End Using
 Now the question:

In Asp I can make a blank textfile and rename it into "Mysite.asp". Then I can write the code in it like
<%
If Session("name") = "test" Then Response.Write "You are the best"
%>
 But in ASP.Net I dont know the tags (In ASP it is <% and %>) to start and end the code. And what I need in minimum (server ...
