unable to click on the inner part of a textbox to give it focus

I am having a problem with a textbox:

Search

usually when you move the mouse over a text box it changes to the I cursor and when you click it gives focus to the textbox, however the problem i am having is it does not change the cursor or allow you to give it focus unless u click on the border of the text box. i have had this problem on quite a few pages but cannot pin point a way of reproducing it consistently.

Also I am using .net 2 and masterpages, this text box is on a content page. ...
