After reading many posts on this issue, It appears that I have the necessary configurations I want for my root web.config file as well as subdirectory web.config files.  Yet, after logging in, any files that I access in my subdirectory continue to "kick me back" to the login page in the root.  Please don't suggest that I use <location> tags in the root config file - we can't do this for a number of reasons.  I just want a fresh pair of eyes to look at these files to see if I'm doing something wrong....
The root web.config:
<system.web>
          <authentication mode="Forms">
                <forms loginUrl="/UserLogin.aspx" defaultUrl="UserLoginSuccess.aspx" />
         </authentication>
&nbs ...
