Wizard Control - why is the middle step missing a Next/Previous button

Hi,
I have a wizard control with 3 steps all set to Auto.
Steps are 'Start', 'Upload', 'Import'.  If I click 'Next' I get to the Upload step, but the Next/Previous buttons are missing. Click on the last step in the side bar and I get a previous button.  Where are the next/previous buttons in the middle step. Am I going mad?
