trying to allow all users to acces two specific pages whether or not anyone is AD logged in

 
 I'm trying to allow everyone to access 2 pages used for displaying errors, even if the user is not logged in (ie the error occured on the login screen)
 the first is in an sub folder AccessControl
and the file is below I've tried this.
