file access denied permission

Hi! I am using the following code to compress a file, but getting a denied access permission on file.create. Any help appreciated:
FileStream sourceFile = File.OpenRead(@"c:\test.pdf");
FileStream DestFile = File.Create(@"c:\ZippedPDF.pdf");
