where to put the cache code?

i have the followinf cod which caches the connectionstring
where shouldi put the code
in the page init or sub new() or basepage?
many of my pages use db connection so i decided to put the conn into cache
some of my vb pages do not derive from page class some do and some derive from basepage
2)second question i have a database table which has my whole application global setting
they are about 50 settings.is  it a good practice to cache all of them? since for exp all of the pages use application url or physical path
