Membership unlocking scenario

Hi All, Can anyone please solve my below situation. I'm currently implementing membership profile into our organisation portal web application. In that process, members would be locked on below scenarios. 1. On basis of failed password attempts or failed password-answer attempts. (Automatically member will be lockedout after user reached max no of failed attempts) 2. Manually locking users on the basis of security reasons. (administrators will do this scenario) Implementation: Users/customers are advised their account will automatically unlock after 24 hours. (This should be applicable to only for first scenario.) My situation is, how should I identify users are locked out under scenario 1 or scenario 2? By then, I can automate the process for scenario 1 to unlock the users.
