how can i make the thread container?

i want to make a forum in which users can do threads like msdn forums.

as in msdn forum, when user click on newThread button , a thread container box is displayed on the entire page and is active while other works hide.

how can i create a thread box in which we can write text and remain been up on all the webpage.

 does this container is build on lyer?
