Can't get redirect to work on permissions error

I have a website and it is strutctured something like this
Main folder Main admin folder admin folder 1 admin file 1 admin file 2 web.config admin folder 2 admin file 3 admin file 4 web.config PermissionsError.aspx login.aspx The problem I am having is with the web.config files in admin folder 1 and admin folder 2
