How do you create a new Web Reference on particular server?

Hello,

I have a Web Service for download files and return files to Client as byte array, I want to create a Web Reference on a Server and Reference it to the download file directory and give it to Client to reference it. But not sure how to do it?  I got the sample code in this http://www.codeproject.com/KB/dotnet/File_Download.aspx .  When a client uses the WSRef (Dll), I want the FileDownload path pointed to the D:\DownloadReport\* on the server. In the artical they said, select the Web service installed on particular server and select it and the reference. I'm not sure how to install the Web Service on the Server, does anyone knows could show me how to achieve this?  Thanks
